ABOUT US

Vista Environment AB (VEAB) is a niche consultancy with a focus on environmental and social aspects of transport and energy projects.


VEAB, based in Stockholm, Sweden, has to date undertaken a number of projects in Asia and Europe for a range of clients, including the Asian Development Bank, World Bank and other private clients . In particular VEAB activities have focused on Category A Environmental and Social Impact Assessments for gas transmission (Uzbekistan), high voltage electricity transmission (Uzbekistan) and low / medium voltage electricity distribution projects (Uzbekistan and Armenia) as well as key note transport projects (Tbilisi Bypass, Georgia) and provision of environmental and social advisory services to a country wide US government supported energy program in Ukraine.

As part of these Projects, the VEAB team has prepared and managed the preparation of a range of studies including  noise and air quality monitoring and models,  critical habitat screening and assessment of occupational health and safety.

Mr. Nick Skinner, VEAB Director, has more than 20 years’ experience in the environmental sector working in more than 30 different countries in Europe, Asia and Africa. He has worked for every major global donor during the pre-feasibility, feasibility, detailed design and construction phases of projects. 

VEAB has an extensive network of international experts and environmental and engineering consultancies that we partner with on projects across the globe.

To date, VEAB has worked on projects in: Uzbekistan, Georgia, Laos, Pakistan, Ukraine, India, Maldives, Armenia and Afghanistan.

ENVIRONMENTAL AND SOCIAL IMPACT ASSESSMENT

GAS INFRASTRUCTURE, UZBEKISTAN

Prepared the ESIA for two gas compressor stations, underground gas storage and over 200 km of gas pipelines. Project included an audit of existing facilities and air emissions modeling, noise modeling and biodiversity surveys.

CLIENT: CORPORATE SOLUTIONS

ESIA REVIEW

ROAD INFRASTRUCTURE, LAOS

Prepared a review of an ESIA for twelve road bridges in southern Laos. VEAB former part of a team of experts reviewing and competing on the suitability of the report against IFC standards and international best practice.

INITIAL ENVIRONMENTAL EXAMINATION

HIGH VOLTAGE ELECTRICITY TRANSMISSION, UZBEKISTAN

Preparing the Initial Environmental Examination for two high voltage (500kV and 200kV) electricity transmission lines in Uzbekistan. The Project includes screening for critical habitat and preparation of a framework biodiversity action plan.

ENVIRONMENTAL MANAGEMENT

ENERGY SUPPORT PROGRAM, UKRAINE

Serves as the International Environmental Specialist advising USAID on the environmental and social impacts of the energy support program. Includes reviews of national EIA documents and ensuring compliance with USAID environmental regulations.

SEA SCOPING STUDY

NATIONAL ENERGY POLICY, GEORGIA

Completed the environmental scoping statement for the Strategic Environmental Asessment of Georgia’s National Energy Policy.

ENVIRONMENTAL DUE DILIGENCE

THERMAL POWER, UZBEKISTAN

Preparing the environmental and social due diligence for the potential sale of 1,600MW of thermal power plant in Uzbekistan. Focus of the study is to assess compliance with IFC performance standards.

SAFEGUARDS REVIEW

TRANSPORT INFRASTRUCTURE, SOUTH EAST ASIA

Contracted by ADB to undertake review of safeguards documents prepared for transport projects across south east Asia. To date this has included a review of the ESIA prepared for the South Commuter Rail in Manila with specific focus on fire safety.

INITIAL ENVIRONMENTAL EXAMINATION

ELECTRICITY DISTRIBUTION, UZBEKISTAN

Prepared the IEE for a five year electricity distribution program in three regions of Uzbekistan. The document included an assessment of existing facilities and a corrective action plan, as well as measures to manage PCB oils in the network, cultural heritage in Bukhara and Samarkand and the potential for bird electrocution on the lines.

FRAMEWORK AGREEMENT

SAFEGUARD ASSESSMENT, REGIONAL

Vista Environment has been selected by ADB, as part of a Framework Agreement, to provide Safeguard Assessment of Project Completion Reports and Extended Annual Review Reports. Contract duration is two years. To date reviews have been undertaken of road maintenace projects in China and electricity transmission in India.

ENVIRONMENTAL IMPACT ASESSMENT

ROAD INFRASTRUCTURE, GEORGIA

Team Leader for the preparation of an ESIA for the feasibility and detailed design phase of a Greenfield road construction project bypassing Tbilisi. Supervising a range of studies relating to noise, air quality, critical habitat, etc. The Project is a Category A project according to ADB SPS.

ENVIRONMENTAL IMPACT ASSESSMENT

AIRPORT UPGRADES, EAST TIMOR

VEAB managed the preparation of the EIA for this Category A runway extension project in Dili, East Timor. Key issues included assessment of shoreline changes and impacts to critical habitat offshore. Noise and air quality models were also undertaken along with innovative consultations during COVID restrictions.

ENVIRONMENTAL AND SOCIAL MANAGEMENT PLAN

ROAD INFRASTRUCTURE, AZERBAIJAN

Prepration of the Environmental and Social Management Plan for a road rehabilitation project in Azerbaijan. The assessment also included an evaluation of the potential impacts of the Project on sensitive wetlands adjacent to a portion of the road.

ENVIRONMENTAL ASSESSMENT FRAMEWORK

SOLAR POWER, UZBEKISTAN

Prepared the Environmental Assessment Review Framework (EARF) for five tranches of solar power projects across Uzbekistan totalling 1GW.

ENVIRONMENTAL AND SOCIAL MANAGEMENT PLAN

SOLAR / BATTERY HYBRID

VEAB prepared the ESMP, Stakeholder Engagement Plan and Labour Management Procedures for a solar / battery hybrid project located at five hydropower plants in Ukraine. The work included a critical habitat assessment of one site after the identification of an endangered insect at the site.

ESIA GAP ANALYSIS

RUN OF RIVER HYDROPOWER, GEORGIA

VEABs team of experts (social, environmental, cultural heritage and biodiversity) reviewed the ESIA prepared for a 10MW run of river HPP in Georgia against best practice requirements, including the EU EIA Directive, and IFC and EBRD good practice / guidance notes.

ENVIRONMENTAL DUE DILIGENCE

ELECTRICITY DISTRIBUTION, ARMENIA

VEAB prepared the environmental and social due diligence of Phase II of an electricity distribution project in Armenia. Outputs included a Stakeholder Engagement Plan and Environmental and Social Action Plan. The documents were completed to meet the safeguard and policy requirements of IFC, ADB and EBRD. Key aspects of the assessment were management of hazardous waste, PCBs and Asbestos, accidents and incidents in the workplace and impacts to birds on live wires.

OCCUPATIONAL HEALTH AND SAFETY DEEP DIVE

OHS, AFGHANISTAN

VEAB was selected to prepare an assessment of the occupational health and safety sector in Afghanistan. Key objectives of the assessment include an analysis of institutional frameworks and the track record of OHS performance.

Preparation of the ESIA for 6 km of road upgrading in Vientiane. Key aspects of the study relate to air quality, noise and community health and safety.

ENVIRONMENTAL MONITOR

WASTE TO POWER, MALDIVES

VEAB has been selected as the environmental and social monitor for a new waste to energy power plant in the Maldives. VEAB will monitor the projects compliance with contractual requirements throughout the construction phase of the project.
